After creating phones and registering them in agents IP Phones or softphones you need to create agents credential in order to be to login to the agent's panel. If you have multiple agents create one, set all the configurations and copy from this user when you are creating new users.
Users -> Add a New User
Set Agent call Manual so that the agent can do manual dial after login.
And Also set recording to 1 if you want Call conversation to be recorded.
